AVAILABLE DURING OPEN ENROLLMENT ONLY – Keep in mind: FSA and DCA must be re-elected individually every year.

The Medical Flexible Spending Account and the Dependent Care Account require annual re-election, and each must be elected individually, ONLY during the Open Enrollment Period, effective 9/1/2025. AVAILABLE DURING OPEN ENROLLMENT ONLY!
Beginning with the September 1, 2026, to August 31, 2027 FSA and DCA plan year, OCA will be the new vendor for the Pottstown School District. The following overview provides details on when this change will occur and when and how you should contact CBIZ versus OCA.
What does this mean?
- All eligible claims incurred with a date of service from 9/1/2026 to 8/31/2027 should be submitted to OCA via one of the following methods:

- Swiping your debit card at the time of service to pay for any eligible member responsibility. <OR>
- Submit a claim with proper documentation through the OCA portal, OCA Mobile App, or via a mailed claim form.

- The plan includes a 180-day grace period, which means you have until 2/28/2028 to submit for any expenses incurred between 9/1/2026 and 11/30/2027.
- The plan DOES NOT include a carryover provision, which means any balance remaining that an eligible expense incurred prior to 11/30/2027 has not been submitted by 2/28/2028, will be forfeited.
In addition, we hope you will find the following details useful for OCA:
- To access the OCA web portal to view balances, check the status of, or submit a claim, etc.
- Create/log in to your account at Login | Office of Compliant Administration
- Follow the instructions to create an account. After you enter your initial identifying data points, you will then be asked to create a username that you can use for all future logins.
- If you have previously created an account and do not remember your password, or are having trouble logging in, you will need to call OCA at 855-622-0777 to reset it, as there is no password reset option on the website or mobile app.
- Create/log in to your account at Login | Office of Compliant Administration
- To access the OCA Mobile App, see the attached flyer for instructions.
- To submit a manual claim, use the attached FSA or Dependent Care Claim Form, include the required documentation of an eligible expense, and mail, email, or fax (specific details for each are found on the claim form).
- Review the attached Debit Card Substantiation Flyer.
- OCA will auto-substantiate FSA expenses paid with your OCA debit card for the common copays associated with your medical plans for services such as office visits, urgent care, emergency room, etc., as long as the debit card transaction is equal to one of your plan’s copay amounts. ($20, $25, $40 and $100)
- Any expense paid with your OCA debit card that does not auto-substantiate will require submission of approved documentation of the expense via the portal. You can view any pending transactions that require substantiation under your account on the OCA portal or on the Mobile App.
- Should the expense be determined ineligible after you submit the required documentation, you should contact OCA to discuss your options for resolving the refund owed. This can be paid via the portal or mobile app directly to OCA, or by authorizing OCA to reduce a future eligible claim within the same plan year.
- What is the proper documentation needed to substantiate an eligible FSA expense? At a minimum, the bill or receipt from the provider of service must include:
- Date of service
- Service Provider
- Dollar Amount
- Type of service/procedure code
- Patient name

- All eligible claims incurred with a date of service from 09/01/2025 – 8/31/2026 should be submitted to CBIZ for any balance remaining under your 09/01/2025 – 8/31/2026 FSA election by:
- Submitting a claim with proper documentation via one of the options included here:
